Letter from the President

With 2022 under way, CCL has started planning for its Spring Professional Development offerings. You will see many offerings coming from the LSP Task Force and the League through the Wednesday webinar series. The Leadership and Professional Development committee is working on organizing speakers and events for the annual Deans & Directors meeting and opening it to our entire community (Save the dates, Thursday March 17th from 1-4pm and Friday March 18th 9am-12pm). We are working on providing professional development specific to leadership in our libraries as well. More information will be sent out to the CCL listserv as it becomes available.

I would like to welcome Glorian Sipman as the latest addition to the Board of Directors in the Northeast region. She has agreed to fill in temporarily until someone from the region is willing to take on this role. We are also examining changing the CCL bylaws to allow past chairs to serve as regional representatives in addition to sitting Deans, Directors, and Division Chairs. The Council also continues to welcome nominees or interest in taking on the vacant Vice-President role.

Moving forward, we are continuing to focus attention on providing digital textbook reserves to combat high textbook prices, addressing diversity, equity, and inclusion in library staffing and collections, and ensuring the continued success of the statewide Library Services Platform project. I welcome you to join the Council of Chief Librarians in this work and thank all of those working to support California’s students through our libraries.

CCL-EAR Committee Chair Report

Hope springs eternal. In my December report, I optimistically observed that many of us were preparing for expanded on-campus library services in January. “Delta” was beginning to subside, more people were getting vaccinated, and it really seemed like this was going to happen! Then [cue ‘wah wah wah’ sound effects]…”Omicron” arrived, and before classes even began we pivoted back to remote learning and programs. For just a few more weeks. Or so we hope.

Now that Spring 2022 is underway, there is only one thing I am still certain of: we’ve got this. Even if we can’t give students the amazing in-person experience that is the hallmark of California’s community college libraries, we can continue to meet their information needs online. The Council of Chief Librarian Electronic Access & Resources Committee (CCL-EAR) is here to help California’s community college librarians do this. We are your e-resource peer advocates and will do everything we can to ensure students have ongoing, free (to them), and equitable access to the reliable and credible information e-resources they need for college success.

To this end, we continue to have conversations with vendors about coverage and representation of diverse voices and content in their products that accurately reflects the experiences of California’s large community college population. Last year representatives from SAGE Publishing attended our March 19, 2021 meeting to discuss bias in CQ Researcher entries. SAGE listened to our concerns, and told us of plans to create an advisory group of diverse voices (including librarians, faculty, writers, and others) to help them systematically address this in the structure and publishing of their content. Subsequently, a CCL-EAR member was invited to join the planned group, but so far none has been formed. We are concerned about Sage’s level of commitment in addressing the DEI concerns raised about CQ Researcher – which continues to be an important resource for our students -- and had hoped to see more progress by now. While CCL-EAR feels that all vendors should be responsible in this way, we wanted to update you on this specific issue -- initially brought to our attention by Consortium member librarians -- as you consider upcoming product renewals.

Your CCL-EAR Regional Representatives continue to be busy in other ways as well:

•Several new product reviews are underway;
•we continue meeting with vendors to address CCL needs for products to align with our and student values of equity, privacy, and credibility;
•updates to the CCL-EAR website and review templates are almost complete;
•the project to remove weeded titles in the Netlibrary/EBSCO eBooks CCLC shared collections from the ExLibris LSP continues;
•CCL-EAR is planning a Consortium Wednesday Webinar on ebook acquisitions strategies;
•CCL-EAR representatives will be reaching out to you directly for input on other needs and interests.

Remember: CCL-EAR is composed of volunteers from CCL member libraries who share the same interests and concerns as you. We are now recruiting to fill upcoming vacancies for Regional Representatives, so please consider joining. I count serving on this Committee one of the most meaningful professional contributions of my long career.  Feel free to contact me or your Regional Representative, or attend CCL-EAR meetings (all CCL members welcome). Learn more about who we are, what is involved, and meeting dates and times.

Consortium Director’s Report

Hello and happy 2022!

Time flies when you’re having fun, and so Fiscal Year renewals are almost upon us. Please see the important dates noted below. We are still receiving pricing from many vendors, but beginning to publish received offers on Consortia Manager. As such, you may see some pricing available in your catalog, but you may not see all of it until the March 7th date listed below.

Please take a moment and look at your library’s Consortia Manager profile and confirm that the contacts are correct and current so you will receive timely information regarding renewals and new offers.

There has been interest in PressReader and we are in negotiations for an agreement. They will provide a demo during the February 23rd Wednesday Webinar and we will share out the negotiated pricing at that time. Please be sure to be there to check out this potential new resource.

We have several colleges that adopted Alma Digital as of January 1. We have confirmed that Ex Libris will maintain the discounted annual cost of $3,250 for colleges that adopt as of July 1. We’ll add a Wednesday Webinar later this spring and ask some of the colleges that are implementing to share their experience thus far.

Still nothing out of Washington about the Federal DEI Proposal. In theory, it should be considered by the Appropriations Committee this month, but it - along with all other submissions - seems to be stuck in a political quagmire. Hopefully more news will come on this sometime soon.

At the February 4th Governance Committee meeting, it was determined that efforts around additional technology procurement should commence as a priority. As such, look for a survey to be circulated in the coming weeks as the committee begins looking at software solutions to enhance and improve our current platform and operations. That said, we still do not have an approved Scope of Work/agreement with the Chancellor’s Office. We are hoping, however, that significant progress can be made in the next few weeks.

Hopefully you saw the notification regarding LSP reimbursements from the CCC Technology Center. We’ve received a lot of questions on this, so a few clarifications/thoughts:

•You’ll need to request reimbursement of ½ of your 2021 invoice and ½ of your 2022 invoice. (Since the contract/billing is on a calendar year, but the reimbursement is for FY 2021-22.)

•If you are in a multi-college institution and your District paid on your behalf for 2021, have the District submit a request for ½ of their 2021 invoice. Then the individual colleges will submit a request for ½ of their 2022 invoices.

•Please submit reimbursement requests as soon as possible. They have stated that it may take 60 days to receive reimbursement once the request is submitted and all requests must be received no later than May 31, 2022.
